On March 16, 2023, the State Administration for Market Regulation issued the Announcement No. 10 of 2023 on the Implementation of Compulsory Product Certification Management for Lithium ion Batteries and Other Products, which implements mandatory product certification (CCC certification) management for lithium-ion batteries and battery packs used in electronic and electrical products, mobile power supplies, and power adapters/chargers used in telecommunications terminal products (hereinafter referred to as newly included products). Specifically, as follows:

Announcement requirements
1、 Starting from August 1, 2023, designated certification bodies will begin accepting CCC certification commissions for newly included products, and carry out certification work in accordance with the applicable standards listed in the "Implementation Rules for Compulsory Product Certification - Information Technology Equipment" and its attachments; Starting from August 1, 2024, those who have not obtained the CCC certification certificate and marked the certification mark are not allowed to leave the factory, sell, import or use it in other business activities. Newly included in the list of designated certification bodies and laboratories for products will be announced separately.
2、 The scope of CCC certification for newly included products is defined in the attachment. Among them, for lithium-ion batteries and battery packs used in electronic and electrical products, CCC certification is currently being carried out for lithium-ion batteries and battery packs used in portable electronic products; For lithium-ion batteries and battery packs used in other electronic and electrical products, CCC certification should be carried out in a timely manner when conditions are ripe.
3、 In view of the mandatory implementation of GB31241-2022 "Safety Technical Specification for Lithium ion Batteries and Battery Packs for Portable Electronic Products" on January 1, 2024, in order to reduce the certification cost for enterprises, designated certification bodies shall carry out relevant product CCC certification work in accordance with this standard.
4、 Designated certification bodies and laboratories should actively adopt existing qualified assessment results while ensuring controllable certification risks and certification quality, reducing the burden on enterprises and facilitating their certification process.
