New EU Toy EN71 Standard EN 71-13: 2021+A1: 2022
On May 5, 2022, EN 71-13:2021+A1:2022 was released by the European Committee for Standardization as a new version of the standard "Toy Safety - Part 13: Olfactory Board Games, Makeup Bags, and Taste Games". Its main purpose is to implement the directives 2020/2089/EU and 2020/2088/EU on toy essence, and replace the current version of EN 71-13:2021.
In member states, EN 71-13:2021+A1:2022 should be granted national standard status no later than November 2022, and conflicting national standards should be withdrawn before this date. Germany released the national version of DIN EN 71-13:2022-07 in July, while DIN EN 71-13:2021-06 was revoked.
At present, EN 71-13:2021 still serves as the basis for presumed compliance with Directive 2009/48/EC on toy safety. Only as of May 15th, it replaced the old version of EN 71-13:2014, which was resolved by the Commission's decision of November 15th, 2021 on the draft of the Toy Harmonisation Standard in support of Directive 2009/48/EC (EU) 2021/1992.
It is expected that the latest version of EN 71-13 will be referenced in the next standard release to support Directive 2009/48/EC in the EU Official Journal. After the end of the transition period (which may take 3-6 months), this version will have legal binding force.
