REACH tests 223 SVHC candidate substances
Recently, the European Chemicals Agency issued a notice stating that four new substances have been added to the REACH regulation for SVHC, and 223 SVHC will be tested in the future.
The SVHC Candidate List of Substances of Very High Concern now includes 223 entries for chemicals that may pose a risk to humans or the environment. All organizations have a responsibility to safely manage chemicals and provide sufficient information to their customers and consumers.
Helsinki, January 17, 2022- One of the four substances used in cosmetics has been added to the candidate list due to its ability to interfere with human hormones. For example, two of them are included in rubber, lubricants, and sealants because they can have a negative impact on fertility. The fourth type is used in lubricants and greases because it is harmful to the environment due to its persistence, bioaccumulation, and toxicity, and is therefore added.

Note: The earlier group entries in the candidate list have been changed. Before the group entry "PFDA and its sodium and ammonium salts", there are two entries: "Decanoic acid, sodium nonafluoride" and "Sodium nonafluorodecanoate". These two names describe the same substance and are equivalent, therefore "decanoic acid, nonafluoride, sodium salt" has been removed from the list.
The candidate list of highly concerned substances now has 223 entries - some of which cover chemical groups, resulting in a higher total number of affected chemicals.
These substances may be included in the authorization list in the future. Being included in this list means that the use of the substance is prohibited unless the company obtains authorization from the European Commission to continue using it.
The consequences of the candidate list
According to the REACH regulation, companies have a legal obligation when their substances (individually, in mixtures, or as articles) are included in the candidate list.
Any supplier of candidate list substances containing concentrations exceeding 0.1% by weight must provide sufficient information to their customers and consumers to ensure safe use. Consumers have the right to inquire with suppliers whether the products they purchase contain substances of high concern.
Importers and manufacturers of goods must notify ECHA within six months from the date of their inclusion in the candidate list (January 17, 2022). Suppliers of substances on the candidate list (provided separately or in the form of a mixture) must provide their customers with safety data sheets.
If their products contain highly concerned substances with a concentration exceeding 0.1% (by weight), they must also notify ECHA in accordance with the Waste Framework Directive. The notice is published in the SCIP database on the website of the International Atomic Energy Agency.
