California Proposition 65, also known as the Safe Drinking Water and Toxic Enforcement Act of 1986, has become a widely used reference standard for toxic and hazardous substance control in the United States since its implementation. The Importance of California 65 Certification:
Once a chemical substance is included in the Proposition 65 list, manufacturers and distributors will be required to comply with warnings within one year and cease chemical discharge to drinking water sources within 20 months. After this date, government or individual law enforcers, including individuals or organizations representing the public interest, may take legal action against those who fail to meet the standards.
Among the approximately 800 listed chemical substances, consumer goods containing lead have been receiving considerable attention in the past few years. Lead was classified as a reproductive toxic substance in 1987 and as a carcinogen in 1992. It can affect almost all organs of the human biological system, including the central nervous system (which can lead to dementia), and other symptoms include anemia, loss of appetite, abdominal pain, constipation, insomnia, irritability, headache, and fatigue. For children, lead can also affect physical growth and intellectual development.


What is the scope of California 65 testing certification?
The scope of controlled products under California Proposition 65 includes jewelry, toys, electronic devices, glass and ceramic products, textiles, food, pharmaceuticals, clothing insecticides, dyes, organic solvents, construction consumables, chemicals emitted from automobiles, cigarettes, or natural gas combustion, etc.

Products involved in California 65 testing
CP65 has established limit regulations for products such as jewelry, clothing, luggage, sports mats, toys and childcare products, ceramic and glass products, aluminum cookware, bicycles and their accessories, electrical devices, and wires and cables, with lead being the most widely restricted substance. All products sold in California, including textiles, toys, groceries, food contact products, electronic products, etc.

California regulates lead content through the Drinking Water and Toxic Enforcement Act of 1986, commonly known as Proposition 65 or Proposition 65 (California Health and Safety Code Section 25249.6 et seq.).

Illinois, USA regulates lead content through the Lead Poisoning Prevention Act. This law includes specific lead content restrictions and warning requirements, as well as additional restrictions on consumer goods for children and adults. Under the regulation of the Toxics in Packaging Coalition, 19 states in the United States limit the lead content of packaging materials (including California, Connecticut, Florida, Georgia, Illinois, Iowa, Maryland, Maine, Minnesota, Missouri, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, Washington, and Wisconsin).
According to federal law in the United States, the lead content in children's products must not exceed 300ppm, but there is no federal standard for lead content in handbags. According to the above agreement of CEH, the signing company will implement the following standards for the products covered by the agreement from December 1, 2010:
1. Lead content in paint or other surface coatings shall not exceed 90ppm;
2. The lead content in leather shall not exceed 600ppm (reduced to 300ppm on December 1, 2011);
 
3. Lead content in vinyl plastics shall not exceed 300ppm (reduced to 200ppm on December 1, 2011);

4. The lead content in other materials (excluding crystals) shall not exceed 300ppm.
 
Violation of these standards will result in a mandatory fine of up to $12500. In addition to handbags and accessories, many signing companies have also agreed to use these standards for materials used in belts and shoes. The US Consumer Product Safety Commission restricts the lead content in consumer products, especially children's products. California Regulation 65 Requirements for Toy Products
In August 2008, California, USA reached an agreement ruling on the exposure of lead and phthalates to users who use or operate toys or other children's products. The ruling stipulates that specific products sold by manufacturers in California must not contain lead and phthalates.
'Phthalate free' refers to the content of phthalates DEHP (2-ethylhexyl phthalate), BBP (butyl benzyl phthalate), DBP (dibutyl phthalate), DIDP (diisopropylhexyl phthalate), and DnHP (di-n-butyl phthalate) in a specific product not exceeding 0.1% (1000ppm).
'Lead free' means that in a specific product:
The lead content of PVC components is less than 0.02% (200ppm);
2. The lead content of accessible non PVC components is less than 0.06% (600ppm).

Specific products "include:
1. Toys designed for or reasonably intended for use by children under the age of 6;


 
2. "Child care products" designed for children under 3 years old, or reasonably used to promote sleep, relaxation, grooming, hygiene, feeding, or assist in sucking or grinding teeth for children under 3 years old.
