FCC certification in the United States

The FCC, also known as the Federal Communications Commission, is directly responsible to Congress for coordinating domestic and international communications by controlling radio broadcasting, television, telecommunications, satellites, and cables. It is responsible for authorizing and managing radio frequency transmission devices and equipment other than those used by the federal government.
According to the relevant parts of the Federal Communications Regulations (CFR 47) in the United States, all electronic products entering the country are required to undergo electromagnetic compatibility certification (FCC certification); At present, the United States has become China's second largest trading partner for several consecutive years, and the trade volume between China and the United States has been increasing year by year. Therefore, exports to the United States should not be underestimated. The rigorous product technology standards and import regulations of the United States can be regarded as the world's first. Understanding the market access rules of the United States will help China's products further open up the American market.

On November 2, 2017, the Federal Communications Commission (FCC) announced that in order to simplify the certification process for wireless devices and clarify electronic tag usage standards, DoC&VoC plans to officially change to Supplier Declaration of Conformity (SDoC), replacing FCC Declaration of Conformity (DOC) and Verification (VOC) certification types.
SDoC, also known as Supplier's Declaration of Conformity, means that equipment suppliers (note: the supplier must be a local company in the United States) will conduct testing on equipment that meets specified standards or requirements. Equipment that meets regulations must provide relevant documents (such as SDoC declaration documents) to provide proof to the public. The SDoC policy simplifies the previously complex FCC certification requirements, further reducing the burden on businesses.

The SDoC policy measures are as follows:
1. Simplify the process of self approval. The FCC has decided to replace the existing FCC VoC and FCC DoC with SDoC format.
2. Allow the use of electronic tags. FCC regulations require the use of electronic tags, and the required information must be displayed on the product or provided in other ways, such as FCC identification numbers and compliance statements.
3. Reduce cumbersome import declarations and requirements. This command no longer requires submission of a US import declaration for RF equipment to Customs and Border Protection (CBP), and modifies committee rules to clarify compliance requirements related to imported equipment.
4. Revise measurement procedures and clarify standards. This command modifies the measurement program of the committee to simplify and integrate the usage requirements of devices in different services, making it more flexible.

The policy came into effect on November 2, 2017, the date of its announcement, but there is still a one-year transition period

During the transition period, one can choose to continue using the FCC VoC and DoC certification procedures;

The FCC VoC and DoC certification procedures conducted before the transition period are always valid. If there are any modifications to the product, re certification is required;

Products that have passed the FCC SDoC certification process will have the option to choose whether to mark or not to mark the FCC logo;

SDoC requires the addition of a compliance declaration document to the accompanying equipment files, which should include necessary information such as the name, address, or contact website of the local supplier in the United States.

This change mainly involves the following four parts: SDoC requires applicants to provide information such as the name, address, and phone number of the responsible party within the United States, and this information is easily accessible to customers.

Under the new SDoC certification process, the FCC logo on products is no longer a mandatory requirement.

The effective period of SDoC starts from November 2, 2017.

FCC SDOC certification process:
Step 1: Apply for an Application
1. Fill out the application form
2. Apply for Company Information Form
3. Provide product information

Step 2: Quotation
Determine the testing standards, testing time, and corresponding costs based on the provided information

Step 3: Payment via Pay
After the applicant confirms the quotation, they will sign the filing application form and service agreement and pay the full project fee.

Step 4: Testing,
The laboratory conducts a complete set of tests and differential tests on the applied products according to relevant American testing standards for the relevant models

Step 5: Test passed, report completed

Step 6: Project completion, issuance of FCC SDOC certificate
