The full name of 3C certification is the "Compulsory Product Certification System", which is a product qualification assessment system implemented by the Chinese government in accordance with laws and regulations to protect consumer personal safety and national security, strengthen product quality management. The so-called 3C certification refers to the mandatory product certification system in China, also known as China Compulsory Certification or CCC in English.

The "3C" certification was fully implemented from May 1, 2002 (later postponed to August 1), and the original product safety certification and import safety and quality licensing system were abolished at the same time. The currently announced mandatory product certification system includes the "Regulations on the Administration of Compulsory Product Certification", "Measures for the Administration of Compulsory Product Certification Marks", "Catalogue of the First Batch of Products Subject to Compulsory Product Certification", and "Notice on Relevant Issues Concerning the Implementation of Compulsory Product Certification". The first batch of products included in the mandatory certification catalog includes wires and cables, switches, low-voltage electrical appliances, power tools, household appliances, agricultural tires, agricultural heavy-duty tires, audio and video equipment, information equipment, telecommunications terminals, motor vehicles, medical devices, safety and protection equipment, etc.

It should be noted that the 3C mark is not a quality mark, but only the most basic safety certification.

1、 CCC Certification Definition

3C certification is the abbreviation for China's mandatory product certification. The main content can be summarized as follows:

（1） According to relevant agreements of the World Trade Organization and internationally recognized rules, the country implements a unified mandatory product certification system for products related to human health and safety, animal and plant life safety and health, as well as environmental protection and public safety in accordance with the law. The National Certification and Accreditation Administration is responsible for the management and implementation of the national mandatory product certification system.

（2） The main characteristics of the national mandatory product certification system are that the country publishes a unified catalog, determines uniformly applicable national standards, technical rules, and implementation procedures, formulates unified signs and markings, and stipulates unified charging standards. All products included in the mandatory product certification catalog must be certified and qualified by a nationally designated certification body, obtain relevant certificates, and affix certification marks before they can be shipped, imported, sold, and used in business and service premises.

（3） According to China's accession commitments to the WTO and the principle of national treatment, there were originally 138 products covered by the two systems. The newly released "Catalogue" has removed 16 products, including medical ultrasound diagnosis and treatment equipment, which were originally included in mandatory certification management, and added 10 products, including safety glass for construction. In fact, there are a total of 132 mandatory certification products included in the "Catalogue".

（4） The state uses a unified logo for mandatory product certification. The new national mandatory certification mark is named "China Compulsory Certification" and its English name is "China Compulsory Certification". The abbreviation in English can be abbreviated as the "3C" mark. After the implementation of China's mandatory certification mark, it will replace the original "Great Wall" mark and "CCIB" mark.

（5） The national unified determination of mandatory product certification fee items and standards. The formulation of new fee items and fee standards will be based on the principles of non-profit and national treatment, taking into account the current fee situation and referring to similar certification fee items and fee standards overseas.

（6） The mandatory product certification system was implemented on August 1, 2002, and relevant certification agencies officially began accepting applications. The original product safety certification system and import safety and quality licensing system were abolished from August 1, 2003.

2、 The role of CCC certification

The 3C logo is usually affixed to the surface of the product or pressed onto the product through molding. Upon closer inspection, multiple small diamond shaped "CCC" markings can be found. After each 3C logo, there is a random code, and each random code has a corresponding manufacturer and product. The Certification Mark Issuance Management Center has entered the product corresponding to the code into the computer database when issuing mandatory product certification marks. Consumers can query the code through the National Quality Certification Center.

4、 Several conditions that enterprises must meet to obtain 3C certification
The first one has a business license;
The products produced by the second company are included in the mandatory 3C certification product list;
The third company should have its own factory building;
The fourth company must have a certain level of financial strength;
The fifth company has relevant documents, production environment, warehouse management, and other important documents.
Edit the application process for the enterprise application, which includes relevant information about the applicant, manufacturer, production plant, and product. Each model of product should be applied for separately. Products from different manufacturers of the same model should also be applied for separately.

5、 CCC certification application process:
1. Application acceptance
After receiving the application that meets the requirements, CQC will issue an acceptance notice to the applicant, notifying them to send or send relevant documents and materials. The application stage has been changed to 1.
At the same time, CQC sends relevant charges and notifications.
The applicant shall provide the information to CQC as required.
After the applicant pays, please fill in the payment voucher as required.

2. Data review
During the data review phase, the product certification engineer needs to divide the application into units.
After unit division, if sample testing is required, the product certification engineer shall send a sample delivery notice and corresponding payment notice to the applicant, and at the same time, notify the applicant to send a sample receipt notice to the corresponding testing agency.

3. Sample reception for sending samples
The sample shall be directly delivered by the applicant to the designated testing institution.
After the applicant pays, please fill in the payment voucher as required.
The testing agency shall conduct acceptance inspection on the received samples, fill in the sample acceptance report, issue a sample rectification notice for unqualified samples, and fill in the sample acceptance report after rectification.
After sample acceptance, the testing agency shall fill out the sample testing progress form and report to CQC.
After receiving the progress of sample testing, CQC will confirm that the relevant fees have been paid by the applicant, issue a formal acceptance notice to the applicant, and send a testing task book to the testing agency. The sample testing will officially begin.

4. Sample testing
During the sample testing process, for any non conformities that arise, the applicant should rectify them in accordance with the sample testing rectification notice.
After the sample testing is completed, the testing agency shall fill in the notification of the sample testing results.
The testing agency will also transmit the test report and other materials to CQC.

5. Factory review
For applications that require factory review, the inspection department organizes a factory review.

6. Qualification assessment
After collecting and organizing the results of each stage, the product certification engineer conducts a preliminary evaluation.
The qualified assessment personnel will conduct a re evaluation of the above results.
